OCCI membership is a separate Chamber registration connected to, but legally distinct from, a company's Commercial Registration. For most Omani and foreign persons carrying on commercial business in Oman, Chamber membership is mandatory unless a specific legal exemption applies.
The certificate becomes relevant after the company's Commercial Registration documents have been issued. It has its own registration, category, fees and renewal cycle, so it should not be treated as another name for the Commercial Registration.

What is an OCCI membership certificate?
An OCCI membership certificate confirms that a person or business is registered with the Oman Chamber of Commerce and Industry and has paid the applicable membership fee. Under the Oman Chamber regulation, a registered member is an affiliate that has paid the prescribed annual fee.
The Chamber's statutory functions go beyond maintaining a membership register. They include registering licensed commercial, industrial and economic businesses, authenticating certain commercial documents and invoices, and issuing or authenticating certificates of origin.
OCCI certificate vs Commercial Registration
The two records serve different purposes. A Commercial Registration establishes the company's registered commercial identity, while the OCCI certificate establishes its membership with the Chamber.
The official new membership service places Chamber registration after issuance of the Commercial Registration documents by the Ministry of Commerce, Industry and Investment Promotion. That sequence is important: obtaining a Commercial Registration does not make the two documents interchangeable.
