A consultancy company in Oman does not operate under one universal licence. The correct route depends on the exact service being sold, the activity entered in the Commercial Registration, the investor profile, and whether the profession is subject to a separate regulator.

For a management consultancy, the practical sequence is to verify the live business activity first, establish the company through the Oman Business Platform, and then complete any investment or professional approval that applies. Engineering, education, financial, HR and other regulated services should not automatically be treated as ordinary management consultancy.

What does a consultancy licence in Oman actually cover?

The term can refer to several different approvals. Company incorporation, registration of a consultancy activity, an Investment License and a sector-specific professional licence are separate legal layers.

The Ministry of Commerce, Industry and Investment Promotion describes the official company setup process as selecting the legal form, entering Commercial Registration information, signing documents, paying the required charges and obtaining Oman Chamber of Commerce and Industry membership.

This matters because receiving a Commercial Registration does not, by itself, prove that a company may perform every professional service described as consultancy. A regulated profession can require an additional licence even after the company exists legally.

Which consultancy activity should you register?

The activity should match the service you will actually invoice and deliver. Using a broad consultancy label is not a substitute for registering a regulated professional service correctly.

An official activity classification published in 2021 included code 702000 for Management consultancy activities and 702001 for Management Consultancy. It also listed separate activities for human resources consultancy, educational consulting, statistical consultancy and other professional categories.

Those codes are useful historical evidence, not a substitute for the live Oman Business Platform. Before incorporation, verify that the intended activity is still available under the same code and check its current ownership conditions and approval requirements.

Management consultancy

A business advising on management, organisation or business operations may fall within a management consultancy activity, provided the service scope matches the registered description. The company should not assume that this activity permits engineering, licensed financial work, education or another separately regulated service.

Engineering consultancy

Engineering consultancy is clearly regulated separately. The engineering consultancy licence service requires professional documentation that includes academic qualifications, police clearance, evidence of experience, a lease, Oman Society of Engineers classification, Ministry of Labour full-time confirmation, course equivalency and identification.

The same official service sets experience thresholds according to qualification level: at least five years after a bachelor's degree, three years for a master's holder and two years for a doctorate holder in the same field.

Other professional consulting activities

HR, education, financial, statistical and similar professional services must be assessed on their own regulatory basis. The fact that several services contain the word “consultancy” does not make their licensing conditions interchangeable.

Can a foreign investor own a consultancy company in Oman?

Full foreign ownership is possible for permitted activities, but it is not an unconditional rule covering every consultancy activity. The exact activity must be open to foreign investment at the time of registration.

The Foreign Capital Investment Law allows foreign investment through an establishment or company in an allowed activity and permits foreign capital to be wholly or jointly owned. The same law provides for a ministerial list of activities that are excluded from foreign investment.

That restricted-activity list has changed over time. The original prohibited-activity decision has been amended, including through a 2024 amendment. A current activity-level check is therefore more reliable than a general statement that all consultancy companies can be 100% foreign-owned.

There is another important distinction. The government service for other consulting offices says the applicant must be Omani and hold at least a bachelor's degree in the relevant field. The public page does not establish that this condition applies to every general management consultancy activity, so it should not be used to conclude that all foreign-owned management consultancies are prohibited.

Step-by-step process for setting up a consultancy company

The safest sequence is service definition, activity verification, company formation and then any additional regulatory approval. Reversing that order can leave the company with a Commercial Registration that does not cover the intended service.

  1. Define the actual consulting service. Separate management advice from engineering, education, HR, financial or other professional work.
  2. Check the live business activity. Confirm the current activity title, code, foreign-ownership status and any linked approval on the Oman Business Platform.
  3. Select the legal form and establish the company. The government provides a separate Commercial Registration service for company incorporation.
  4. Complete the basic company formalities. Submit the company information, sign the required documents, pay the relevant charges and complete Chamber membership where applicable.
  5. Obtain an Investment License if applicable. Companies subject to the Foreign Capital Investment Law apply for this after the Commercial Registration.
  6. Complete professional approval. If the selected consultancy is regulated, obtain the sector-specific licence before providing that service.
  7. Confirm premises requirements. Some consultancy routes require a lease and premises-related documentation.
  8. Deal with employment approvals separately. Expatriate staffing is governed through the Ministry of Labour and can involve professional approvals depending on the occupation.

Documents and eligibility requirements

The document list changes with the regulatory layer involved. A foreign investor should separate incorporation documents, Investment License documents and professional-licence documents instead of treating them as one checklist.

Investment License documents

The official Investment License service lists the following among its required documents:

  • passport copy;
  • feasibility study;
  • evidence of experience;
  • at least three months of bank statements;
  • lease agreement.

Other consulting office licence documents

The government service for other consulting offices lists a professional set of documents. Before relying on this list, confirm that the chosen business activity is actually routed through this licence.

  • graduation certificate.

Engineering consultancy documents

Engineering consultancy has more specific requirements because it is a separately regulated professional activity.

  • Oman Society of Engineers classification;
  • Ministry of Labour confirmation of full-time status;
  • academic-course equivalency;
  • identification documents.

Official fees and published processing times

There is no single official end-to-end fee published for a standard management consultancy company. Total cost depends on the legal structure, selected activity, premises, investor status and any professional approvals.

These amounts should not be added together and presented as the price of registering a consultancy company. They relate to different services, and some of them will not apply to an ordinary management consultancy.

The seven-minute figure displayed for the Investment License is also not an end-to-end company formation timeline. It does not include company registration, premises, sector approval or any other external dependency.

Do you need an office and lease?

A lease appears in several official consultancy-related processes, but the premises requirement must be checked against the specific activity. There is no evidence that every consultancy activity follows an identical office rule.

The Investment License, the other-consulting-office service and the engineering consultancy service all refer to a lease. Muscat Municipality also operates a consulting-office registration service that asks for a valid Muscat lease, an economic activity licence and documents relating to engineers.

Because that municipal service is strongly engineering-oriented, it should not automatically be treated as a mandatory route for every management consultancy.

Employment and Omanisation after registration

Foreign ownership does not remove workforce obligations. After the company begins commercial activity, labour and Omanisation requirements must be handled independently from the incorporation process.

Under the 2025 foreign-investment regulation amendment, a company or establishment created by a foreign investor must employ at least one Omani after one year from the start of commercial activity and register that employee with the Social Protection Fund. Applicable Omanisation ratios also continue to apply.

For expatriate employees, the Ministry of Labour work-permit process can require the Commercial Registration, municipal approvals, leases, qualification documents and approvals from the competent authority depending on the profession.

Do consulting firms need Tender Board registration?

Not as a universal condition for establishing a private consultancy. Tender Board registration and classification are additional requirements for firms entering work that falls within that procurement and classification system.

The consulting-office classification rules establish a separate framework for registered consultants. They also provide, under specified conditions, for relevant experience of a foreign partner in its home country to be considered for classification.

A company planning to bid for government work should therefore distinguish between its basic business licence and any later Tender Board classification required for the target contracts.

Common licensing mistakes

The most serious errors usually occur before incorporation, when the business activity is chosen too broadly or the rules of one profession are copied into another. The commercial name of the company does not determine the legal scope of its services.

  • Registering generic consultancy for a regulated profession: a broad management activity may not authorise engineering, education or another separately licensed service.
  • Relying on old activity codes without verification: published historical codes are useful references, but the live platform must be checked before filing.
  • Assuming all consultancy activities permit 100% foreign ownership: the foreign-investment law contains activity restrictions that have been amended over time.
  • Treating Commercial Registration as the professional licence: company formation and permission to practise a regulated profession can be separate.
  • Applying engineering experience rules to management consultancy: the five-, three- and two-year thresholds are specifically documented for engineering consultancy.
  • Using a single estimated setup cost: official charges are attached to particular services, not to a universal consultancy package.
  • Ignoring post-registration compliance: work permits, Omanisation and procurement classification can affect the company after incorporation.
