To start a transport company in Oman, a Commercial Registration is only the first layer. The business activity must match the transport service, the company needs the relevant Ministry of Transport, Communications and Information Technology license, and each commercial vehicle must be properly registered and issued an operating card.

What does a transport company license in Oman actually cover?

There is no single document that turns a newly incorporated company into a fully licensed transport operator. The practical sequence combines company registration, sector licensing, commercial vehicle registration and vehicle operating approval.

The incorporation stage follows the official investment journey administered through Oman’s commercial registration system. Once the Commercial Registration has been issued, the transport activity still requires the appropriate sector authorization.

MTCIT maintains the land transport licensing services for freight, passenger transport, vehicle operating cards and special transport permits. The scope of the license must correspond to the activity listed on the company’s registration.

Passenger services are licensed separately from freight. MTCIT provides a specific route for passenger transport in cities and suburbs.

Where the operator runs a fixed or scheduled service, a separate scheduled passenger permit may apply. A company should therefore define whether it is running general passenger transport, a scheduled route or another regulated passenger model before filing the activity.

Specialised transport

Some cargo and passenger categories sit outside ordinary freight or passenger licensing. Official services exist for oil and gas materials, chemicals, student transport and vehicle transport and shipping.

This distinction affects licensing, vehicle suitability and, in some cases, foreign investment eligibility. A general freight activity should not be assumed to cover specialised cargo.

Step-by-step process to set up a transport company

The safest sequence is to settle the activity and ownership position first, incorporate the company second, and only then proceed to transport licensing and fleet registration. Reversing that order can leave the investor with a vehicle that does not fit the final licensed activity.

  1. Define the exact transport service. Decide whether the company will carry goods, passengers, scheduled passengers, specialised cargo, students, vehicles or another regulated category.
  2. Check the activity code for foreign investment restrictions. Do not rely on a generic description such as “transport company.”
  3. Register the company and obtain the Commercial Registration. Sector licensing comes after company formation.
  4. Obtain an investment license where applicable. Companies falling under Oman’s Foreign Capital Investment framework must apply for the investment license service after Commercial Registration.
  5. Apply for the relevant MTCIT operating license. The transport license must match the commercial activity.
  6. Obtain commercial vehicle registration approval. For commercial land vehicles other than taxis, the company first uses the land transport registration approval.
  7. Register the vehicle with Royal Oman Police. The MTCIT approval precedes the ROP registration stage.
  8. Obtain the operating card for each vehicle. Commercial operation requires a valid vehicle operating card.
  9. Add special permits where required. Exceptional loads, specialised cargo and app-based transport may trigger additional approvals.

Documents and operating requirements

The document list is activity-specific, so there is no reliable single checklist for every transport company. The core requirements, however, can be identified from the commercial vehicle and investment licensing stages.

A commercial vehicle must pass through both transport-sector approval and vehicle registration. Registration with Royal Oman Police does not replace the operating card required for commercial transport.

Foreign ownership of transport companies

Foreign ownership must be assessed against the precise activity code. Oman’s restricted foreign investment lists contain specific transport activities, so a general statement that every transport company can be wholly foreign owned would be inaccurate.

The 2020 restricted activity list includes Hajj and Umrah passenger transport under code 492203 and land transport of cooking gas cylinders by truck under code 492306. The 2023 amendment added vehicle towing and recovery under code 522101.

A further 2024 amendment changed the restricted list again. The practical rule is to verify the exact code planned for the Commercial Registration before relying on a foreign ownership structure.

The official material reviewed does not establish a blanket requirement for an Omani shareholder with a fixed percentage across all transport activities. Ownership should therefore be determined from the selected activity rather than from a general transport-industry rule.

Official fees and service times

There is no single official figure for the entire cost or duration of setting up a transport company. Incorporation, sector licensing, vehicle count and specialist permits all affect the final budget and timeline.

The OMR 0.900 figure is the published government service fee for the investment license; it is not the total cost of incorporating a foreign-owned company. Likewise, the one-day processing times shown for vehicle services apply only to those individual services.

The official pages reviewed do not provide a complete, universal fee for the main freight or passenger operator license. That amount should be verified against the exact activity at the time of filing.

Exceptional and oversized loads

An ordinary freight license and operating card do not cover every oversized or overweight movement. Loads exceeding standard limits require a specific temporary permit.

The official exceptional load permit requires vehicle ownership documentation, a valid operating card for the principal vehicle and a trailer drawing. The published fee is OMR 10 per axle and the stated processing time is two days.

Where applicable, traffic escort coordination with Royal Oman Police is also required. The permit supplements, rather than replaces, the company’s underlying transport license and the vehicle operating card.

Transport businesses using an app

A transport business operating through a smart application may require a separate MTCIT license. Company registration and ordinary fleet licensing do not automatically cover an app-based operating model.

The smart application company license carries a published fee of OMR 25 and a stated processing time of one day. The listed requirements include a Telecommunications Regulatory Authority certificate and technical documentation for the application.

Cross-border transport and foreign trucks

An Omani transport company license does not automatically authorize every cross-border route. International operations depend on the cargo, destination country, customs rules and route-specific permissions.

Royal Oman Police provides a truck and bus driver visa for certain foreign drivers and assistants entering through land borders. The published fee is OMR 20 and the service time is ten minutes; the required documents include a passport, photograph, valid driving license and vehicle insurance.

The same official service states that an empty foreign truck entering Oman requires a Ministry of Transport permit through the Bayan system. This is separate from the licensing of an Oman-incorporated transport operator.

Importing used trucks and buses

Fleet procurement should also be checked against Oman Customs rules before purchase. A used vehicle that cannot meet import or traffic requirements may not be usable in the intended transport business.

Under the Oman Customs import rules, used trucks and buses must be less than ten years old, while used equipment must be less than fifteen years old. Vehicles must also comply with current Omani standards and applicable traffic approvals.

The most frequent structural error is treating incorporation and transport licensing as the same procedure. They are connected, but a Commercial Registration alone does not authorize the company’s trucks or buses to begin commercial transport operations.
